If it was a normal guy, why would he not take the damn mask off as he’s pinned? Instead of reaching for her? Make it make sense. At no point is there ANY indication he “switched” places w a damn paramedic or anybody else for that matter 
I think mm favorite part of this whole H20 ending/Resurrection retcon thing was that it was created during production of H20 by Kevin Williamson to appease Moustapha Akkad and Jamie Lee Curtis.
