As someone with a very small head (21" diameter) but with a more normal brow to chin length, I have found the Sinister Studios HIRO in 23" to fit perfectly. I actually think this is one of the smallest masks you can consistently get.
Not speaking to the actual accuracy of the mold or the finish work, but the size is perfect if your head is obnoxiously small
On top of this, when worn, the head size looks good. So many masks have that bobble-head effect but not this one
