Hate to jump in here, but you should NOT be modeling your collection of other peoples, nor their likes/wants. Also not everyone else has classic NO masks, or any NO masks. Masks have come a long way since back then and have gotten more and more accurate. There are plenty more accurate masks than the psycho that will cost you less as well.

Classic doesn’t always mean better. Take the Sean Clark small for example.

Like TheGhostlyShape said, masks have come a long way. The classic appeal of the early Nightowl masks, and their nostalgia, should belong to the collectors who were around in those times. Otherwise, there are plenty of fantastic new shape masks in your price range, worth considering.

If you really want to tribute the classic Nightowl masks, because of your age and your budget, I highly recommend picking up the mass produced versions from Trick or Treat Studios and fixing them up a bit (new paint jobs, and new hair work). They’re a great base that can go far with a little handy work. Not to mention, for half of your budget, you can have all 3 masks.
