In the Halloween 5 deleted scene we see Michael either dead or knocked out. Some skinny dude comes along takes off his mask and holds it up and looks at it. What was this all about? What part of the movie was this scene cut from? And who was this dude?

Not sure, but I wouldn’t give it too much thought based on that film.
He was the original hermit that Michael ran into after he got out of the river. The character was changed to an old man because the director felt it would be more shocking for Michael to kill an elderly person.
I know what your talking about, its on the Halloween 5 DVD bonus features or atleast the DVD I have it is. I dont think it has ever been included in a movie version, though I could be wrong. You can also see the crew working around them as its being filmed. As for who the skinny man is and what part of the film it was intended for I dont have a clue. If I were to guess I would say it was at the beginning, after he escapes from the shaft explosion and floats down stream in the water. Maybe they were going to go with the skinny dude finding him instead of the parrot man?
Yeah , all it was , was a different take on the old man finding him.
I remember seeing a picture of the skinny guy along with a small part of it on the Halloween 5 DVD. I just wish that they would have included it in a deleted scenes section. Oh well, maybe someday they will. Eventually they’ll probably do it cause they have to keep finding ways to make us buy the movies and milk us of our money.

Skinny dude in question is the actor who played the weirdo in The People Under The Stairs and was also a bit player in other films like Employee Of The Month among others.
His name is Melvin Junko and he turns into the Toxic Crusader eventually 
that deleted scene makes the randomly appearing thorn symbol not nearly as random and stupid
Actually i remember hearing Don Shanks say ( i dont remember where)
that the guy was some punk rocker who was stayign in isolaiton (or something like that)…and michael died when hr found him…one of the things he did was give michael a tatoo (the thorn mark) and did a spell to bring him back
