You have some limited options there then, there is TOTS mask with a rehaul that can be bought on ebay, I think the Hiro by Sinister Studios is what you’d be looking at within the budget as well, unless you can find a good classifieds ad
Let’s start with the notion of a “perfect” Halloween '78 mask. That term is extremely relative. There are dozens of masks out there that achieve various looks of the mask from different scenes, each referencing the same photos but from the perspective of different artists. Every 78 mask will be a completely original sculpt, so there cannot be completely accuracy to the original mask. This is unlike, say, H18 masks, which are made from the mold used for the screen-used masks; these are 100% accurate to the mold though the paint is an entirely different story.
This means you need to do a good deal of research. Seek out every single H78 mask available, from independent mask makers to mask companies like TOTS. Once you’ve looked at all of them, including video reviews, decide on the one you like most. I’ve been here eight years and have done this research and more, poring over stills from the film and weighing the options. I can’t afford a $300 mask, meaning that I have to sacrifice accuracy. However, of all the masks out there that I can afford, the TOTS H78 remains my favorite and the best, IMO. Others here will tell you it’s the Boogeyman or an indie mask. I personally love how the mask looked in the phone scene and the balcony pics that everyone knows. The TOTS H78 captures that beautifully. There are folks out there doing amazing rehauls of this mask (Nick Mulpagano is my personal favorite) but the mask can look great even with just some simple styling of the hair and a light paint wash.
Once you find the mask you feel best captures The Shape for you, reach out to the mask maker and ask them about pricing and expected completion time. Many indie makers have other jobs and/or are backlogged. It’s a safe bet you won’t get an indie mask in time for Halloween 2020. If you go with a TOTS mask, you also likely won’t get a rehaul done in time, either. It’s up to you to decide what you want, how much you’re willing to spend, and how long you’re willing to wait. If you have no intention of wearing the mask, you probably won’t mind a long wait for an individual work of art to be custom-made for you. If you want to wear it this year, your best bet is a TOTS mask. My preferred mask supplier is Lord Grimley’s Manor. My recommendation would be to grab a TOTS mask this year (even if you don’t plan on wearing it) and touch it up a little just for the fun of it. In the meantime, find that perfect mask out there if the TOTS isn’t it and make arrangements with the artist so that you can get your custom mask in time for next Halloween. I would also encourage you to use PMs when asking about how much a particular indie mask costs. It’s a tricky issue when it comes to copyright and the artists usually like to keep that information between themselves and a client.
I second this, the kirk is an amazing mold to go with for a low price. You can get it rehauled by a professional but even doing it yourself could work if you’re on a budget. It also pulls off a very good castle stretch. This is one I did myself.
Buy a tots kirk and watch the Tommy Lee Wallace youtube video on how to convert it…after that there’s a ton of videos on how to paint/weather it, if you choose to do so.

I’m in the same boat and I have two masks right now - both from TOT. The 78 mask and the H2 mask. I think the 78 is great but definitely feel it needs a rehaul. Hairline may be too far up and the features could pop a little more, as well as the hairstyling, to give it that balcony scene look.
I know that’ll take time to get done so I guess I’ll go with my H2 mask again this year which I feel is perfectly fine as is.
I also think it depends what you want the mask for. Wear or display. For wear I think my TOTS Kirk conversion looks the most effective but for display my favourite is definitely the TOTS 78 which I rehauled myself.
