What is this thing/stamp on the RZ1 mask, I am currently stripping the mask to get it ready to rehaul. Why does it say 2019? Was it supposed to be released then?

I remember seeing this in an another discussion, I’m sure they wanted to release these things in 2019. But had troubles with holding the rights down
